The Kentucky Department of Education (KDE), Office of Education and Technology (OET), Division of School Technology Planning and Project Management has an opening for a Resource Management Analyst III position.

Duties and Responsibilities:
  • Monitors education technology projects, operations and services resource availability as defined by and regularly reporting to OET Leadership. Coordinates and processes Department Purchase Requests (DPR) and Payment activity conducting quality assurance reviews and providing guidance on all program resource submission activity.
  • Advises Program Managers, Project Managers, Leadership and other OET staff of education technology projects, programs, services and operational financial standing. Provides guidance and performs financial, administrative, and operational processes.
  • Monitors and reports to Leadership Kentucky Education Technology Systems (KETS) resource requirements, various work groups’ plans and provider activities to ensure available resources to successfully meet obligations within designated timelines. Coordinates OET review of education technology program resource needs to meet agency, KY Board of Education (KBE) and KY K-12 requirements. Assists in formulating and managing provider contractual service commitments and obligations.
  • Facilitates and participates in the preparation of the annual KETS Operational, General Funds, and Federal Program budgets with respective program area leads and Leadership. Responsible for providing OET leadership adequate historical information and time to construct required documentations within established timeframes making process improvement recommendations.
  • Provides direction in planning and managing education technology resources in support of the agency's mission. Analyzes technology data collection, manipulation, storage and dissemination alternatives developing recommendations for and implements agreed upon method. Document and report division priorities, timelines, and status of completed and outstanding work. Communicates outstanding requests status with program areas.
  • Provides Federal & Special Education Technology Grants & Services resource analytical support, including planning technology program fund participation in alignment with KY K-12 school education technology needs and program requirements. Prepares agency participation feasibility studies, long range plans and summaries for Leadership and regulatory education technology projects, programs, services and operational resource analysis requests.
  • Performs other duties as assigned.
Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Four years of systems analysis, business administration, or public administration experience.

Substitute EDUCATION for EXPERIENCE: Related technical or vocational training will substitute for the bachelor's degree requirement on a year-for-year basis. A master's degree in computer science, business or public administration will substitute for one year of the experience requirement.

Substitute EXPERIENCE for EDUCATION: Experience in computer programming, systems analysis, information services, research and statistics, business administration, or public administration will substitute for the bachelor's degree requirement on a year-for-year basis.

Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
