About the Office of Behavioral Health
Located within the Colorado Department of Human Services, the Office of Behavioral Health (OBH) is the State's behavioral health authority. OBH is responsible for policy development, service provision and coordination, program monitoring and evaluation, and administrative oversight for the public behavioral health system. OBH funds, supports and monitors numerous mental health and substance abuse community programs and providers, and reviews and designates the State's 27-65 providers. OBH also operates the Colorado Mental Health Institutes at Fort Logan and Pueblo. OBH executes the State's federal responsibilities as the State Mental Health Authority and the State Substance Abuse Authority for the purposes of administering federal mental health and substance abuse block grant funds.

The Mental Health Institutes (MHI) Division is an organizational work unit within the Office of Behavioral Health. This work unit is responsible for overall management of the two state Colorado Mental Health Institutes at Ft. Logan and Pueblo including all patients, programs and activities.
Description of Job

About this Work Unit:

The Information Management (IM) Unit supports the Colorado Mental Health Institutes (MHI) and Forensic Services Division (FSDV) within the CDHS Office of Behavioral Health (OBH). This technical and analytical team: (a) operates and modifies vendor-hosted health systems (including BEHR, the Behavioral Electronic Health Record), and develops supplementary information systems, including a variety of patient treatment, performance improvement, analytical, legal, and financial databases; (b) provides front-end system support, customer support, user access and data security, and trains staff in the use of these systems; and (c) creates routine and ad hoc reports for management, regulatory entities, and external stakeholders. The IM Unit also provides systems support to users, in coordination with the Governor's Office of Information Technology (OIT). Cross trains with other members of the development team to attain and maintain a broad understanding of the EHR and its supporting applications to serve as a support liaison to the Fort Logan and Pueblo campuses.

Purpose of this Position:

This position has been delegated Staff Authority in Informatics at CMHIFL. This position is solely responsible for the coordination and facilitation of BEHR user groups at the Institute; the compilation and prioritization of requested changes to BEHR and related systems as end-user specifications; coordination with the lnformaticist counterpart at CMHIP to ensure that recommendations from user groups reflect shared decision-making; adherence to BEHR
change-control protocols, and the dissemination of decisions related to BEHR design, specifications, enhancement requests, and management direction and guidance for future system development. This position plays a key role in the overall operation of the clinical departments at CMHIFL and CMHIP, with respect to compliance monitoring (based upon BEHR outputs and analyses), and in using clinical data to improve operational performance and clinical outcomes.

This position coordinates and collaborates with leadership across the hospital to assess, plan, improve, evaluate and maintain the BEHR. This position adheres to and references regulatory
standards, including, but not limited to, The Joint Commission Standards, the Centers for Medicare and Medicaid, Colorado Department of Public Health and Environment, CCR 27- 65, Colorado Department Personnel Rules and Regulations, and the Colorado Department of Human Services. The position develops curricula and provides BEHR in-services, training and end-user support. The position routinely evaluates the Institute's needs to ensure training effectiveness.

Job Duties:

  • This position coordinates and leads BEHR user groups at CMHIFL with the goal of planning, compiling and prioritizing requested changes into BEHR and related systems at end-user specifications.
  • The position documents and reviews suggested changes, tasks and system modifications with its counterpart at CMHIP to ensure that recommendations from user groups reflect a shared objective across both Institutes.
  • The position researches national and state-wide standards of practices to ensure the BEHR system meets norms, regulatory compliance and business needs of the Institutes.
  • The position is responsible for cross-referencing, developing, implementing and maintaining policy updates, performance standards and quality control processes to ensure continuity and compliance throughout the Insitute.
  • The position applies change control protocols when requested modifications are approved by the BEHR Manager, IM Development team and vendor.
  • The position disseminates decisions related to BEHR re-design, specifications, enhancement requests, management direction and guidance for future system development.
  • The position facilitates the integration of data and systems information to business, administrative and clinical staff (e.g., medical and psychiatric providers, physicians, nursing staff, occupational therapists, recreation therapists, physical therapists, respiratory therapists, social workers, psychologists, lab technicians, pharmacists, dieticians, etc.
  • The position is responsible for analyzing systems and defining criteria for improved clinical outcomes.
  • The position applies advanced knowledge of modern computer and information technologies related to the healthcare field.
  • The position analyzes systems and defines criteria for improved clinical outcomes by proactively promoting the use of the BEHR system and other ancillary systems to aid in quality assurance.
  • The position is responsible for developing curricula, presenting BEHR NEO monthly and annual classes and discipline-specific training. The position also provides ad hoc training whenever needed or requested.
  • The position coordinates these training activities in collaboration with its counterpart at CMHIP to ensure both institutes are using the same content and approach to teaching system protocols. Following training, the position evaluates content and methodology based on recommendations from the Hospital Management Group, post-training surveys and participant feedback.
  • The position responds to requests for end-user support from clinical staff or business/administrative professionals.
  • The position works alongside end users (point of care) to provide training and coaching to improve BEHR usage. The position maintains proficiency in all aspects of the system to knowledgeably assist staff.
  • The position communicates training needs and schedules to Hospital Management Group, Department/Discipline Directors and the Staff Education Department.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications:

Five years of professional experience in an occupational field related to the work assigned to the position.

Bachelor's degree from an accredited institution in a field of study related to the work assignment.

Appropriate experience will substitute for the degree requirement on a year-for-year basis.

Additional appropriate education will substitute for the required experience on a year-for-year

Preferred Qualifications:
  • Maintenance of an automated system;
  • Basic understanding of database design and functional concepts;
  • Extracting and analyzing data; using MS Office (Word, PowerPoint, Excel and Access);
  • Working in a customer-support role
  • Working in a healthcare setting and/or with a health-care automated system
  • Masters degree in a related healthcare/informatics field
  • Certification in Informatics
  • Training clinicians in use of an EHR
  • Mapping clinical workflows

Comparative Analysis Process

The Assessment Process:
Colorado Revised Statutes require that state employees are hired and promoted through a comparative analysis. The comparative analysis for this position will include a review of your application material and your responses to any supplemental questions.
